Adding rookies = new jobs?

After watching Barack Obama’s acceptance speech tonight I got this idea of giving rookies a chance to start a career as a colorist. It’s really hard to get your foot in the door these days, especially with lower priced tools being frowned upon (for good reason at times). If we can show that these rookies are worth a shot. It’ll be beneficial to both them and us. We get more quality looks into the library and they get their career started.
But how? That’s where you come in with suggestions and ideas. We obviously have our own ideas but as you may understand the store needs to be finished for launch and the minds are kinda occupied.
Personally I thought of a pool-like thing. A place where rookies can show their work for free and once they received enough votes they can apply to have their work in the store. It would have to be a DIGG-like system.
What I do not want is to flood the store with a bunch of poorly constructed looks that would make you regret the purchase. Hence the idea of doing a free area or a lower priced one that is clearly visible as not done by a pro. A bit like the “learning driver” badge you have on cars.
